what I am interested in is to retrieve the historical radiation data of several units, none of which are owned by me, for private analysis. Is this possible? If so, what are the conditions?

The intent is to programmatically detect anomalies over many locations, e.g. spikes, together with timestamp and location. This allows for tracking fallout clouds more easily, and supported by computer tech. The motivation is to use a computer to search for the needle in the haystack, and to speed up the process.
