    I see it decreased, why?

    I put it back outside. It continued to measure ~15 cpm for 40 minutes or so, then dropped back to its usual 6-7.

    Do you have / or can get, any other portable dosimeter to run a parallel test?

    The max level reached in your basement is not a concern, still it should be a good idea to double check it.

    It may not be radon in the air, which most radon tests look for. It could be decays that are being picked up from the concrete or whatever your basement wall/floor is made out of. Go ahead and do a test where you put it on a granite counter top.. you’ll see similar readings. Depending on the surface you have it mounted to or set on top of, you could be picking up decay counts from that.
